Start button and task bar are missing

I think I have a virus. When double clicking "my
computer" nothing happens. Does anybody have a good
command line file explorer so I can get some files out
before formatting my disk?

The correct response to a virus problem is an anti-virus program, not formatting your disk. Formatting your disk should be a last resort, only if the anti-virus program can't do the job.
