is there a way to have the start bar on both monitors when extend your
monitor is used?

Not the start button, but the task bar can be extended across both monitors.
In fact it is the Windows default configuration, but manufactrurer's drivers
aften change this. As to how to do it? You will have to refer to your
graphic card manual for this, though many configuration screens make it
obvious when you open them.

My nVidia card can configure two monitors as one very
large one - vertical or horizontal. If horizontal, the task
bar stretches acroos the two monitors. In this mode,
a maximized app occupies both monitors.

Or it can configure the two monitors independantly as
two desktops: #1, #2. The windows default desktop,
(which includes the taskbar) is displayed on monitor #1.
(Although the #1 & #2 monitors can be easily swapped).
In this mode, a maximized window occupies only one
monitor.
