"Have latest updates", you say. Does that include the latest service pack
for XP? See this article:
"Computer does not enter standby mode if Power Options profile is set to
standby after 45 or more minutes"

In addition, several graphics cards and peripherals may prevent your system

Yes I have SP1 and SP2 plus all updates since then. Don't use a screen
saver. Have a Radeon 600 graphics card.

Radeon 600 is a Packard Bell product. You could try writing to their
support forum and ask if other users have a similar problem with Windows
Standby.
