SSL is grayed out

I need to connect to my web service provider using SSL to
publish my web site. However, the SSL option is grayed
out and I can find out how to make it a selectable
option. I have reviewed the online help and found two
articals 315151 and 250376, bith did not help. I tried to
create a new web site but the SSL option was still grayed
out and couldn't be selected. Can someone tell me what
I'm doing wrong.
 
It is rare that you would actually need to publish via https. Is there a
specific reason for needing to do this?
