SQL Database Service not starting

Cannot access email in Outlook 2007 (or anything else in Outlook).
Have isolated that the SQL Database Server is not starting - it is set to
Manual but wont start in either Manual or Automatic. Have tried to restart
the Server without success.

It is also customary to capitalize only the first letter of the first word
in a sentence. (One)
