Splitting Cells

Hi
i am having an issue with some formatting and it's effect on my
filtering.

BudgetCode Current Budget Period
1 Period 2
1 $100000
2 $5000
3 $25000
4 $10000

And for each Period i want to have in the single line
Baseline 4000
Forecast 5000
Actual 3790

Is this possible?? I can add blank rows to get this effect but that
leads to my problem with the filter as it removes blanks and 0 which
means the merged sells only show the particular call that has data.
i.e A1, A2 and A3 are merged and there is data in A1, the filter hides
A2 and A3.

Do i need to filter the data and pass it to another sheet to get my
correct formatting?
