Split $ among accounts

I hope this makes sense.

What I am trying to do is, on a report, if the department number is 99 for a
certain division, then split the $ amount between the correct type of account
(SO, Damage or Spoilage) based on the AllocPercent. If the department is not
99, then just put that $ amount to the correct Account.
