Outlook Express uses the spellchecker from MS Word or MS Office so you need
to have one of these installed first. You then need to search on the web for
a file called "csapi3t1.dll" and copy it to the folder "Program Files\Common
Files\Microsoft Shared\Proof". You might need to restart Windows but the
spell checker should work now.

Please explain this "need" to search the web for "csapi3t1.dll". I have
Office installed and the spell check activated in OE and have never found a
need for additional files.

how do i activate spell check in outlook express?

By posting in a group with the words Outlook Express or the letters OE
in the title. Your question is out of place in a group dealing with
XP and HARDWARE. Look at the group title next time.

Outlook Express, as you've discovered, has no spell-checking
capabilities of its own. Instead, it relies upon the presence of
other Microsoft applications, such as the Office Suite, Word, or the
Works _Suite_ (which includes Word, not the regular Works). There are
also some 3rd-party shareware/freeware solutions available at any of
the many shareware sites on the Internet

Spell Magic seems well thought-of, though I haven't tried it myself:
