The error was discovered when retrieve help on recovering a deleted item.

On the Go menu, click Folder List (Folder List: Displays the folders
available in your mailbox. To view subfolders, click the plus sign (+) next
to the folder. If the Folder List is not visible, on the Go menu, click
Folder List.), and then in the Navigation Pane, click Deleted Items.

On the Tools menu, click Recover Delected Items. *<----(Should be Deleted,
not Delected)***********

In the list, click the item or folder you want to retrieve, and then click
the Recover Selected Items icon .
The item is recovered and saved in the Deleted Items folder.

On mine, too. Here's an excerpt of the Help:
------------------------------------
Retrieve a deleted item
Do either of the following:

Retrieve an item or folder from the Deleted Items folder

Recover deleted items or folders that were permanently deleted

1.. On the Go menu, click Folder List, and then in the Navigation Pane,
click Deleted Items.
2.. In the list, click the item or folder you want to retrieve.
3.. On the Tools menu, click Recover Delected Items.
This is using English version Outlook 2003, build 11.6359.6408, SP1.
