Speech Recognition: where's my language bar gone

When I open "Tools", I can't find the Speech Recognition function any longer. Nor does the topic even come up if I do a "Help" search. Only if I "restore settings" to the day I got my computerdoes it reappear - but boy! Then all internet settings etc are gone!
 
Don't know which 'tools' you are trying to use, however my setting to
enable/disable the language bar are located by:

Control Panel
Regional and Language Oprions
Languages
Text service and input language details
Speech recognition should be an installed service, otherwise ADD it.
the language bar setting are accessed at the 'language bar button'

Have you tried restoring to that day(when voice works) and then setup the
net connections and then make a new restore point manually? It's just an
idea......
