speech balloons or thought bubbles

I want to add speech balloons to photos in an attempt to make them amusing.
I have searched for software to do this but not turned up any results.
Anyone know of a good software? (I have seen the photofiltre ones but they
are very limited - unless there are tools that can manipulate the balloons
to proper positions, etc.).

I use PhotoPlus from <www.freeserifsoftware.com> to do just that. Take
some time to do the tutorial on layers and you'll be good to go.

Yes, It's registerware.... they send you advertisement e-mails. Once
you get one, click on the "opt-out" link at the bottom and they stop
forever.
 
I would think the gimp would do this, I experimented with it once a long
time ago, and thought it was very competent, but then rather buggy, so I
stuck with PSP7 (payware).

You will need to create layers over your original, and put the bubbles and
text on the new layers, then the whole can be saved as a jpeg, etc.

So you do need to understand how to deal with layers; there are lots of
tutorials about, and the technique is the same whatever graphics prog you
use.

I think gimp is your best (only)? freeware bet

I asked them several times to stop sending me emails via the method you
describe. It did no good.

Better advice would be to use a disposable email account for
registration purposes, and to provide them with false information on the
registration form.

OpenOffice Draw will do quote and thought bubbles easily
