Hi. Does anyone know if/how I can get higher volume from passive speakers
plugged into my laptop: all the control panel volume settings are high, but
the sound volume is still lower than I want. Maybe it's just not possible,
but help appreciated.

Have you plugged the speakers into the "amplified" speaker port or just the
line out port?

You might look into getting transformer powered speakers.
I had to do that with mine. It made a world of difference.

Earbuds or headphones.

Just the headphones socket (it's a laptop).

The headphone jack can double for the speaker out also. You may have to check
to see if the laptop has a volume control (hardware) for this jack. If not
and you have "maxed" out the volume, the only way is to add an amplifier
device. There was a time that you can buy the simple amplifier device as a
separate unit but these seem to have disappeared and you can only get
"amplified" speakers, which include their own power (battery or power
transformer.)

There are devices like the Soundblaster Extigy which give external
amplification and a host of other useful functions.
