Spanish characters - bilingual keyboard

The usual
control+', character does not work on my keyboard. Is it because my
keyboard is bilingual? (french and english) Can anyone help?
 
On international keyboard layouts, ' is usually a "dead key." You press ',
<space> to get an apostrophe and ', <letter> to get the letter with an acute
accent over it.
