If Microsoft really wanted to do something about SPAM then
they would fix Outlook to allow users the ability to
change the location of the Inbox. If users could change
the location where email went when it arrived, form the
Inbox to the Deleted Folder, then users would only have to
create filters to manage good email instead of trying to
create multitudes of filters to delete bad email (SPAM).
HINT, HINT Microsoft!

Geez, like you really are acknowledging your total lack of intelligence
in figuring out how to write rules. Ever tried thinking in reverse?

If you want to ensure everyone in your address books get kept then
define a rule where:

Apply this rule after the message arrives
Move to Junk folder
Except if sender is in <address book>
stop processing more rules

Relying on Microsoft to provide decent anti-spam software, especially
incorporated into existing products instead of as a separate product,
either isn't going to happen or it will be way too late. Most of us use
anti-spam software to get rid of the crap before it ever shows up in the
Inbox, so we would NOT appreciate everything getting dumped into a
folder other than the Inbox. Why would I want to define dozens of rules
to figure what to keep when I can define a couple that trigger on tags
inserted by my anti-spam software (SpamPal) and about 6 more generic
ones?
