I use Outlook2002 on my home machine connecting to Comcast for my ISP. I get
multiple spam messages a day with random words in the topic and from random
senders. I have attempted to block them using a rule to search for sender
name or subject lines. The sender application varies the message enough that
the rules don't help. I have turned off the option to allow receipts but no
matter if I delete them immediately or once a week the volume picks up after
each delete. Can a receipt verifying a valid address get sent even when I
have the option turned off?

I haven't seen receipts get returned when they're turned off. You might want
to use a third party spam filter or upgrade to OL2003 where the spam filter
is pretty good and updated regularly

It's highly unlikely that receipts are verifying your address since most
SPAM is sent from non-replyable addresses anyway.

Get a decent antispam tool like http://spambayes.sourceforge.net/
