Spam Defeats Filters and Download Block

Hi,
I just recieved an junk email which not only (1) evaded the spam filter
but also (2) downloaded its graphics (instead of being blocked until
if/when I choose to download them). It's as if it had come from a "Safe
Sender" without the sender being on the Safe Sender list.

System Specifics:
1. Outlook 2003 SP1 with latest junk email filter
2. Win XP SP 2
3. Spam filter set to high

Is there a place at Microsoft where these types of emails can be sent so
that the filters can be improved?

1) None of the spam-filters is 100%
2) Pictures that are included in the mail are always show. Only pictures
from the Internet are blocked

The option to block images are ONLY for *linked* images. Those have a
URL in an HTML-formatted e-mail which point back to the server to
retrieve them. Those that are embedded within the message are not
linked anywhere. The point is to remove web bugs or beacons, not to
prevent you from seeing porn if that's what the sender put inline into
their message. You'll need something else to strip out ALL images, or
switch to reading in plain-text only.

notice it says, "... block image DOWNLOADS ...". An inline image does
get downloaded (except in that it gets downloaded with the e-mail
because it is part of the message rather than just a link back to some
server).
