I'm trying to create a new rule that looks for an <a href> tag in an
incoming message in order to move it to a junk mail folder. Unfortunately,
Outlook doesn't seem to look at HTML tags. Is there any way to get Outlook
to look at the tags instead of just the viewable text?

You are correct.
Is there
any way to get Outlook to look at the tags instead of just the
viewable text?

No. You need an third party option like SpamBayes or MailWasher.
