SP3 for Windows XP Home Edition is currently planned
for 2H 2007. This date is preliminary

Yes, according to Microsoft
And, if so, do you know its time table for release?
No time table has been established. See
http://www.microsoft.com/windows/lifecycle/servicepacks.mspx, which states,
"SP3 for Windows XP Professional is currently planned for 2H 2007. This date
is preliminary."
Note words like "planned" and "preliminary." In practice they usually mean
not before then, and maybe even later. I wouldn't hold your breath.
