I have researched this a bit and found that it can be caused by a third party plug-in in Internet Explorer.
The workarounds are to rename the *.mht file to a *.eml file.
Outlook Express opens eml files and IE opens mht files.
You should be able to at least view your mht files if you rename them to the eml extension.
Alternatively, I have read that an uninstall of SP2 allows the mht functionality to return to IE.
