SP2 Will not boot

I have installed SP2 on a reasonably new reasonably standard Dell
machine running XP Pro with all previous updates applied.

The machine no longer boots properly. I have gone back to a previous
checkpoint and re-installed SP2 several times now with no luck.

The symptoms of the problem are that, on startup, the system shows a "We
apologise ..." ASCII text screen with the various boot options (Safe
Mode etc) and a 30 sec countdown. Normal startup doesn't work and just
repeats the above screen. I can get into Safe mode and have tried a
couple of things, but to no avail.

What now?
 
I've now done all that to no avail.

I downloaded and installed the latest BIOS. I got new drivers for my
printer, scanner and ADSL modem (all working through USB). These are my
only external peripherals.

I worked through the checklist you suggested.

The problem is still exactly the same. I see the Micosoft Windows XP
Professional screen with the moving blue blobs very briefly, then a
black screen for a few seconds, then "We apologise ..." and the 30
second countdown.

How do I get a bootlog? I'll post this as a new question.
