SP2 pop-up blocker misfunction

I had tried to post questions here today. But I found nothing happened. Then
I was aware that the SP2 pop-up blocker was the reason. So I tried to turn
off the blocker for any *.microsoft.com. However, the question editor window
still didn't pop up.

Then I turned off the blocker in IE, close it, and re-open IE to let the
setting take effect. However, to my surprise, the question editor window is
still blocked!

Only when I hold Ctrl when click "New question", the windows appears. I
believe this must be a bug of the pop-up blocker.
