SP2 Control Panel Error

I just Installed Windows XP SP2 for the second time, [ I uninstalled it and
re installed it]
I keep getting the ERROR message - "An error occured while working with the
Control Panel file C:\Windows\System32\netsetup.cpl."
I i uninstalled it hoping to work out any bugs y reinstalling it. but that
didn't work. Dell has no clue about the issue and therefore has no soultion
and I cant see myself paying another dime for microsoft's tech support, I
paid enough for this computer and OS in the first place and this computer
isnt even 2 years old yet.

I have also noticed that since I installed SP2 my computer is running a
little slower, can the two issues be related? and if so how can they be fixed?

the error has gotten so bad that each time i scroll or change the way the
cons are displayed in the control panel i get the messaga, each time i try to
open the CP i get the message, and all of the Icons do not load. The network
and wireless network setup icons no not fully show up.

Please Please help me.

By clearing the IPmon32 in the Startup, it eliminates the netsetup.cpl error message.
This can be done by going to start, run, type in MSCONFIG - select start-up - clear
IPMON32 - select apply - restart your computer.
