SP2 and Acrobat Add-on

I have a notebook just with SP2 and it has the not unheard of problem of
pdf files not opening in IE. Checking for solutions, I found the
following suggestions and tried them.

Checking the Manage Add-ons screen in the Control Panel/Internet
Options/Programs shows the pdf.ocx control has been disabled and the
settings are greyed out.

Running GPEDIT.MSC shows that Computer Configuration | Administrative
Templates | Windows Components | Internet Explorer | "Do not allow users
to enable or disable add-ons" is set to "Not configured" as is the same
setting in User Configuration | Administrative Templates | Windows
Components | Internet Explorer

The strange thing is that as administrator, everything works fine, and the
user that doesn't work is a member of the administrators group.

Any suggestions as to how to get the Add-on manager to work the way I want
(enabling the acrobat control) instead of the way it wants (greying out
the settings)?
