All programs will start slowly the first few times as the prefetch is
constructed. Boot will be longer the first few times as the boot
optimizer constructs prefetch. Give SP2 a week, but in the meantime,
disk cleanup, defrag also help greatly.
don't know about outlook but
use the event viewer ( Start/all programs/administrative tools/event
viewer ) and find a service un the system that is failing to start, then
disable the service ( Start/all programs/administrative tools/services )
