SOX Regulations

Hi All,
Due to SOX regulation I need to make a electric signature process of the
manager to the employee timesheet. The must sign each payroll day for the
employee hours and then after signing the sheet must be secure from changes.
Any suggestions? Programming or something completely different? We don't
have any certified signature system so it must be a creative solution?
