Sound does not work in Mail Merge Outook 2003?

In Outlook 2003 Mail Merge, when I use Web Tools to
insert sound and send out emails, the email does not play
sound when it is opened by recipient.

Sound works if I does use Mail Merge to send out emails.

Sound does not work in Mail Merge?
 
Does the sound play when you view the message in your Sent Items folder? If
so then it's most likely unsupported on the receiving end.
