Went to tools-options-change appearance-to Last First-clicked OK
Apply command did not come up and no chage was mde to my address book.

No such path exists.
You did not even post your Outlook version.

My outlook version is 2003
When I go to other changes in the tools mode the "Apply" comand is active,
it is inactive when I try to change my address listing default

You still did not indicate where you are trying to do this since your
description does not fit.
Make your changes here.
Tools > E-mail accounts > View or change existing directories or address
books > Outlook Address Book > Change.

There is no Apply. You must restart Outlook to apply the changes.
