something wrong while writing

I have a Toshiba laptop with vista home system
@ when i try to write
" i find instead
is it a vista defect or a laptop defect
the lap top is brand new and it is still under the warranty... what is
your suggestions ... by the way ...every thing else works fine
 
Hi,

Control Panel/Regional and Language options/Keyboard and Languages tab,
check to see that the proper language version is in use (click 'change
keyboard' to see what is in use).
