Someone, Help Me PLEASE!

I downloaded a file that is named Games.exe. This file I
beleive is causing my computer not to shut down or
restart. I try deleting the file and it says (cannot
delete games: access is denied. make sure the disk is not
full or write protected and that the file is not
currently in use.)If the file is in use, how do i stop
it? If it is write proteced, how do i change that? Please
tell me how to get rid of this file.

I'm replying to myself lettin everyone know I figured it
out on my own. I found the file to be in my startup. and
it was continulously running for some reason, i
downloaded a program called (startup control panel 2.6)at
ZDNET this program enables you to control every program
that starts up when your windows starts. it helped me
greatly. the best thing is, this program is free!
