some xp functions not working

some of xp's functions have all of a sudden stopped working. Here is a partial list:
In Internet Explorer, when I click on tools/internet options, the internet options wont open.
When I right click on my computer I get the error message "Run a DLL as an App has encountered a problem and needs to close.
I cannot get to my printer settings, either from within Word or from control panel/printers.
Under C:\Windows\Temp\TemporaryInternetFiles, this file is missing
I have run system restore and although it seems to do a restore it does not take care of any of these problems
My virus program is up to date and finds no viruses. I run ad-ware and spy-bot weekly
I have no idea what could be wrong or how to investigate this. Could it be a corrupt registry or dll file? How do I check this, any software available?? Thanks in advance for your help.
 
OK, what have you done about worm / virus / trojan scanning?

These types of errors indicate that your computer is infected.

Make sure youre Virus Application is up to date and do a full scan. Don't forget to go and delete any infected files [don't even try to repair].


Once you are certain of a clear system, if it still misbehaves you can do a repair install of Windows.

Please Note:
A repair install or reinstallation of Internet Explorer will not remedy the problem.
