Some program is keeping Outlook open

I've just recently had this problem were Outlook refuses
to close, the windows close, but Outlook is still running
in the task list. never used to have the problem, but I
suspect that some program is involved that is attached to
outlook in order to send a email.

Could be an add-in. Check Tools -> Options -> Other -> Advanced.

However, Outlook leaving behind a remnant and sometimes interferring stub of
code is a long-time defect of Microsoft's. It isn't just Outlook but Word
also has this defect. If you try to open a later instance of Outlook and
have problems, or Word and have problems, or even open Explorer and and have
problems, check Task Manager to see if outlook.exe or winword.exe are still
shown in the Processes list when you think they have been properly closed,
and kill them! The defect still exists in Outlook 2003 and one of the
reasons I didn't bother to waste my money to upgrade to it. Microsoft never
fixes this. It has been reported by lots of users.
 
Who's to say that Microsoft has to fix this? So far I've been always able to
fix this (in most cases this was as easy as disabling the Norton
incoming/outgoing mail protection, talking about someone needs to fix
something :-D) either by updating an add-in, reconfigure it or delete it. In
a couple of cases recreating the mail profile was the solution. Only once I
had to do a repair but this was a paranoid Windows 98 user deleting all the
exe-files he didn't know of (which was for this user practically everything
except winword.exe)

It still occurs in a fresh install of Windows 98/2000/XP and a fresh install
of Office 2000 and then it still happened in Office 2002. So Norton's
wasn't at fault because it wasn't there yet! There wouldn't be any add-ins
yet!

Have to recreate a mail profile? Yep, it's Microsoft's fault that it got
screwed up because they didn't use robust code. Have to edit the security
permissions on a registry key so you don't get repeatedly prompted for a
username and password that used to work? Well, gee, who's fault might that
be again?

If it ain't broke, why are you fixing anything?
