Some names don't get added to dropdown list

Outlook 2003 - Does anyone know why some names apparently won't get added to
the dropdown list for the To: line? Thinking maybe it had something to do
with the number of names, I deleted all and then tried one of the non-added
names again, and it still did not get added to the list. There's nothing
odd about the names that don't get added.

Clarify how you are "adding names." I assume you are creating new Contact
Records in the Contact Folder.
Verify you are adding Contacts with valid electronic addresses to the same
Contact Folder you are displaying in the Address Book view.
 
No, these are not contacts. These are names that get added by Outlook in
some way when I email people. It has to do with the "suggest names"
feature, but the names are not coming from contacts, or at least not only
from contacts. There are names that I've only emailed to once and that are
definitely not in my contacts list, which is fairly small (about 50
entries).

You are talking about the autocompletion cache.
Each recipient to which you send a message is added to this list until you
reach 1000.
How large is your cache?
