Some I can, some i can't, making an association

OK, here goes! Say I am in IE and pull the address from the page and put it
in a folder or make a shortcut on my desktop, it appears, but when I click on
it it says I must associate it with a program to open it with in the folder
options contol Panel. I have tried to do that but I never get the option of
"open with"! If I right click on it that option never appears. what the heck
am I doing wrong?

hold the "shift" key down when r-clk it ..should give you the "open with"
dialog
