some emails don't arrive into any folders?

Outlook will show "Receiving x of 28 Emails" on a Send/Receive. When it is
complete, I may only end up with 10 or 12 emails in my various folders (I've
checked them all). Coupled with the fact that often someone sends me an
email that I never receive, what might be the problem? I have checked any
Rules for problems already but cannot locate a problem. WHat might it be?

Do the "missing" messages appear in the Unread Mail folder? If so, where does
that folder say they are? If not, do you have any rules? Do you scan your
incoming mail with an antivirus or -spam scanner? What version of Outlook?
What account type (POP, IMAP, etc.)?
