Since I failed to find a solution using Google, I'm posting the answer here.
I had the following problem: my CD/DVD writer was not detected as such by
WinXP. When I followed the instructions in MS' knowledge base for forcing
the Recording tab to appear, I found that the built-in CD writing software
kept prompting me to insert a blank disk (while there was one in the CD
writer).
It turns out that the problem was caused by enabling "Restrict CD-ROM access
to locally logged-on user only" in the local security policy. With the
setting, the SYSTEM account had only read access to the CD device (checked
with winobj from http://www.sysinternals.com/). Thus, when the IMAPI service
tried to enumerate all CD writer, it didn't find any. Then the Windows
Explorer front-end reported it in this rather unclear way.
Disabling "Restrict CD-ROM access to locally logged-on user only" fixed the
problem.
