How do I install applications to be shared for all users?
Sometimes xp will ask if the new application is for all
users and sometimes it just installs to the current user.
Is there a way to force xp to ask or default to an all
user installation?

Unfortunately there is no way to make XP ask or default to the all user
installation. Each software installation has it's own setting as to where
it should be installed, these options are found within Install Shield, Wise
and I'm sure other software installation tools. These options are set by
the author of the install.

It has been my experience that the only difference between all users and
current user (as far as installing software goes) is where the shortcuts are
placed. I just copy shortcuts from
C:\Documents and Settings\User\Desktop\AllShortCutsForTheSoftware.lnk to
C:\Documents and Settings\User\All Users\AllShortCutsForTheSoftware.lnk to

and same with
C:\Documents and Settings\User\Start Menu\Programs\ to
C:\Documents and Settings\All users\Start Menu\Programs

I'm sure this isn't exactly what you wanted to hear but I hope this helps.
