software exception 0xc00000fd

i'm having a problem when i try to open the recycle bin (shortcut only, can
still access from desktop.) i get an error message which states, "the
exception unknown software exception 0xc00000fd occurred in the application
at location 0x02132729". on top of that, after i click ok on the error
message, the taskbar disappears for a brief moment and certain icons in the
system tray disappear for good (until i restart.) does anyone know what may
be causing this, and/or how to fix it? any help would greatly be
appreciated.
