Socket error: only one usage

In a Windows XP Home Edition system (using DSL access) with multiple users assigned, I get the following error dialogue box

Windows socket error: only one usage of each socket address (protocol/network address/port) is normally permitted (10048) on API 'bind

The message keeps popping up, replicating itself (multiple dialogue boxes) continuously. Initially, I found that by closing out all but the "initial" logged on user (first to login), the error stopped. But it's gotten much worse, and now is pretty much constant regardless of logins

Any ideas? Virus, perhap
