Snaking Headers

I'm using Snaking Columns. I only want the Column Headers to Appear if
there is a column with information. Otherwise they should be invisble. I
now have the headers on the page header part. Any help is appreciated.

If you're using Down then Across snaking, you can create a
group header section on the expression =1. Then put one set
of the labels in the group header and set the section's
Repeat Section property to Yes.

I am using down and across. I follow the whole thing except the
expression=1.
What and where does that mean.
