SMTP Communication Problems

My message isn't reaching its intended recipient.

The message I get is:

There was a SMTP communication problem with the recipient's email server.
Please contact your system administrator.

"DUL" (dial-up list) is a dial-up black list. ISPs have their address
spaces segmented into various parts, including a group (or groups) of
addresses strictly used for dial-up. These addresses should never be
sending mail directly to servers other than their own ISP's mail servers,
which will forward the messages. Other mail servers reject mail sent from
any dial-up addresses because more likely than not, it's a SPAM attempt.
 
Thank you Brian, at least I understand what is going on, but not how to sort
the problem out. Any suggestions?
