Probably your best bet is to use an AutoTextList field. This will not do
exactly what you describe, but it will serve the same purpose. You'll need
to find a large round bullet (such as glyph 25CF in "(normal text)" or 152
in Wingdings 2) and change the font color to red, save it as an AutoText
entry, change the color to yellow and save as another AutoText entry, etc.
For details on how to set up an AutoTextList field, see
http://word.mvps.org/FAQs/TblsFldsFms/AutoTextList.htm. To use the field,
users select one AutoText entry from the list, and it is inserted in the
document. You could name the entries Red Light, Yellow Light, Green Light;
Stop, Caution, Go; or whatever purpose they're meant to serve.
As for the columns, I suspect a table is what you want rather than
newspaper-style columns. The table does not need to have borders.
