"Smart" Highlighting

I refer to the "feature" in Windows by which, it you try to highlight
something starting in the middle of a character string, Windows decides to
highlight the entire string.

WILL SOMEONE PLEASE TELL ME HOW TO TURN OFF THIS ABOMINATION?
 
Right Arrow + Shift

or

Left Arrow + Shift

for more accurate, place by place selection of text i.e. hold the Shift key
down, then select by repeatedly hitting the right or left arrow key.
 
I can not duplicate your problem. Where are you seeing a character string
that you can not partially highlight? Type the example here.
