Smart Card logon

I'm trying to found out if you can make windows 2000 pro
or windows XP logon with a smart card with out a domain.
If any one has any information pleases help. Can you make
Outlook logon with a smart card and log off if the card is
removed?

No you cannot. smartcard logon is based on kerberos and PKINIT which is
only available with an active directory domain.
