smart card log on windows domain

I have configed smart card to log on windows domain , and it works well. but there's a little problem when i use windows 2000 platform .
when i restart the system , and it shows the default logon dialog with only a keyboard icon. i have to refresh the dialog to show 'smart card icon' by press"ATL-CTRL-DEL" to show 'name-password-input-dialog' and cancle it.

my quesstion:must i refresh the default logon dialog to show smart card icon or have some way can show the smart card icon at first time?
 
I had the same problem - sort of. All you have to do is wait. The Smart Card
service seems to be down the initialisation pecking order somewhat - I tried
altering this without any success and tolerated it.

If there is a real fix then I am interested...

This problem is not known. According to winlogon developers, the logon UI
waits on the Smart Card Subsystem, so this shouldn't happen and you should
always see the smart card logon UI.

Which smart card reader are you guys using? What else can you tell (in terms
of differences in the system) between a normal working system and this
'wrong' behavior system?
