Slow XP Home is unbearable

I'm a novice. My XP Home is incredibly slow, it will
take 20 minutes just for the desktop to come up, then
when I click on a program , it could be another 30
minutes.

I've cleaned up spyware, I've run a current virus check,
I've defragged. When I look at services taking CPU, it
is only the System Idle Processes are running 90% plus.

When booted in safe mode, I do see that it hangs at the
mup.sys program, but after about 10 minutes it get's pat
this.

I'm stumped and don't know where to turn.
 
I found this answer that could work:

You probably need to reinstall XP.
If you follow me here you will still have all of your old files and settings
when you finish.
Boot from the CD and choose to reinstall(not to repair). Accept the XP
license agreement. Make SURE you select the same partition to install to.
MAKE SURE you install into the Windows folder.
Once that is done you will get a window letting you choose to reinstall or
repair. Choose repair. It looks like it is doing a full replacement until it
reboots, and then you have your old files back.

I am also experiencing this problem as are others
(Courtney, Dick Shrewsbury, Marie, Allen, ogi, Pat Nolan)

Dick, Allen, and I all get temporarily cured by a restart
of the computer. Didn't you sort of say that?

We also have the CPU in the 90% range when it is slow.

High CPU usage

I feel like its a new, undocumented virus thingy!
