Slow sending email with attachments over broadband

Okay, so here is my problem I am on boradband (1.5MB/256Mb) which works fine.
Donwloads a 3MB file in less then a minute. But when I try to attach anything
to email it stalls and takes atleast 7 to 10 minutes to send through.

Here are the things I have tired
- Formatted the Computer and loaded Windows XP on from scratch.
- Tired my friends email account
- tired my PC at my friends house
- tired another pc
- Tried using Outlook and Outlook Express

All the same thing. Once my attachment gets over 1Mb it just takes ages. Can
anyone help me out? I have done everything I can think of.
 
Is your friend's house using the same broadband provider as you? It might be
something to do with your provider.

Many broadband connections are asynchronous and upload speeds are much
slower than download speeds. I'm not saying that's your problem, but it
could be a significant factor.
