Slow Restart/Shutdown

It seems that there it no possible way to fix the slow
Restart/Shutdown time of about 3 min? It halts
on "Windows is shuting down", sure its gonna shut down
but when? I dont think anyone knows how to fix this
one? I have tryed bout 8 totaly different websites and
about 5 different suggestions, and..... no help at all.
HELP?
