slow response in xp after power supply burnout

I have a home built pc with a 1.7ghz amd chip. I have 512
of pc2100 ddr and win xp home. My pc was on but I was
not using it and it shut off on its own. I went over and
checked it and the back top quarter was hot to the
touch. The power supply was dead. I replaced it with an
antec 400w. I started my pc and it is slow to start. It
posts as normal but it takes a full 3 minutes to get from
the first splash screen (with xphome and the green bar)
to the desktop. It is then slow to respond to any
commands for the next minute or two. I can open multiple
applications and play games as normal after this. If the
pc has been sitting for a while and I go to an app (to
play an mp3) it is extremely slow to respond. Once it
does its fine. I have all the power saver features etc..
turned off. Anyone have an idea of what I need to
check, processor, memory?
 
Make sure all the power leads to the motherboard and fans
are connected correctly.

Ah, it sounds like on the power failure, your BIOS reset to default (or
even Safe) settings. Note: Some BIOSes load Safe settings which are the
lowest performance, but highest compatibility settings such as decrease
CPU speed, raise memory latency, etc. When this happens, it changes
your FSB to 100 MHz and you will need to change it back to 133. Right
now you are really running at about 1.2 GHz or even lower if you have a
Barton core. This would be my first guess. Another thing that could
have happened is your memory settings have changed back to default and
may not be running at their full speed. Make sure everything is set
correctly in there.

Also, Antec makes awesome power supplies, but double check in the BIOS
and make sure the voltages are all showing correct.

I checked all the power leads. there fine. I check the
setttings in the bios. The cpu was set to a slower ghz. I
corrected that and insured all settings were as needed.
There is still a delay of 3 plus minutes from the splash
screen to the desktop. any other ideas?
