Slow response - excess CPU usage

Using Outlook 2000 with XP - all the latest patches and fixes applied. When I start Outlook it works fine for the first 15 seconds or so. Then it slows down considerably. I noticed thru task manager that the CPU usage is always over 60% when outlook is running and drops to normal usage when Outlook is stopped

I have a user on campus that has a similar problem. CPU is hitting 100%
for several seconds (up to 30secs in some cases) whenever they open an
appointment in Outlook 2000 on a WinXP laptop.

I've tried the following resolutions:
reinstall of office 2000 and all service packs and patches.
creating a new .pst file and exporting/importing the relevant info.
compacting the .pst files.
repairing the .pst files.

It should be noted that the patch from December 2002 _is_ installed and
doesn't resolve the problem. I'm not sure if this is a WinXP / Office
2000 conflict or just an error with the Outlook profile.

Any suggestions / work-arounds?
