Slow on dial up

I am running XP and use dial up...i often find that it
runs at 33.6 nowadays. Is this just a "slow up" in the
network or does my xp need tweaking?
It used to run at 40 or 45 most of the time until last
week.

The speed shown is ONLY at the time of connection. It may change during
the session.
Speed is a function of the modem-to-modem negotiation, and has nothing to
do with the Network.

It is possible that something has changed at your end, such as line noise
or additional devices in the circuit. As a test, try another phone line,
if you have one. Or disconnect all answerers, cordless phones, etc. that
share the line.

The ISP may have made changes at their end, or perhaps you have had the
bad luck of connecting to certain modems in their pool that are not well
mated with your own. Check with them. Many factors impact speed...
